 Function : Huge pointer decrement

 Syntax   : BLIPTRDEC(pointer, nlValue)

 Return   : Decremented pointer

 The BLIPTRDEC() function (decrement huge pointer) is the inverse of the
 BLIPTRINC() function - for more information on the use of these functions
